Franklin County Government Campus

For decades, Cochran has partnered with Franklin County to modernize and expand its government campus while preserving the character and significance of one of the community’s most recognizable historic landmarks. Through multiple projects, Cochran has helped create an accessible, efficient, and cohesive civic campus that serves the needs of County residents today while providing flexibility for future growth.

Our multidisciplinary team provided civil engineering, surveying, geotechnical engineering, construction materials testing, inspection, and construction administration services for the renovation of the historic Franklin County Courthouse, the new Franklin County Judicial Center, and the Franklin County Government Center. Each project was carefully planned to enhance functionality and accessibility while maintaining the historic courthouse as the focal point of the County campus.

The historic courthouse renovation included comprehensive site improvements to achieve ADA compliance, creating accessible pathways that seamlessly connect the historic courthouse with the adjacent government facilities while preserving its architectural character. The new 40,000-square-foot Judicial Center was designed to accommodate multiple circuit and associate circuit courtrooms, judges’ chambers, administrative offices, and court support functions, providing a modern, efficient environment for judicial services.

Cochran also supported the development of the Franklin County Government Center, a facility that consolidates key administrative departments into a welcoming, functional civic building designed for future expansion without disrupting ongoing operations. Together, these facilities create an integrated government campus that improves public access, streamlines County services, and honors Franklin County’s rich history.
