Collins Drive Sidewalks

The Collins Drive Sidewalks improvements established a continuous, accessible pedestrian connection while addressing drainage and grading needs that previously limited the corridor. The project improved access for pedestrians and cyclists and provided updated lighting, drainage, and roadside infrastructure along an important Festus transportation corridor.

Cochran provided federal funding application, surveying, engineering design, bidding document preparation, and construction inspection services for the Collins Drive Sidewalk improvements in Festus, Missouri. The federally funded project addressed the need for a continuous pedestrian facility along the corridor. The improvements provided an ADA-compliant route for pedestrians and cyclists while upgrading related drainage, roadway, and streetscape infrastructure.

The project included an 8-foot-wide concrete sidewalk, ADA-compliant ramps and approaches, concrete curb and gutter, and linear grading. Existing roadside ditches were eliminated and replaced with HDPE storm sewer to improve drainage and create the space needed for the new pedestrian improvements. Block retaining walls were incorporated to accommodate grade changes within the constrained corridor, with pedestrian fencing installed along portions of the sidewalks for additional separation from the roadway.

Additional improvements included energy-efficient LED street lighting, pavement restoration, and traffic control. The lighting improvements provided improved visibility along the new pedestrian route, while restoration addressed areas disturbed during construction. Cochran coordinated the roadway, drainage, retaining wall, sidewalk, and lighting improvements within the available right-of-way.

Because the project was federally funded through the Surface Transportation Program, Cochran prepared the project in accordance with MoDOT Local Public Agency requirements. Cochran also supported the City through bidding and construction, with the project being completed in 2019.
