The project included full-depth pavement replacement along Brick Street, Church Street, and Elm Street between Third Street and Fourth Avenue, as well as First Street, Second Street, and Second Avenue between Brick Street and Elm Street. Curb and gutter were replaced throughout the project, and sidewalks were reconstructed with 6-foot-wide concrete sidewalks and brick-stamped concrete banding. Additional improvements included full-depth pavement replacement and 5-foot-wide sidewalks along Hall Street and connecting streets, as well as curb and gutter improvements around the interior of the Historic Square.

The improvements were designed to enhance pedestrian accessibility while maintaining the character of Ozark’s historic downtown. ADA improvements included concrete curb ramps and detectable warning devices, while storm sewer improvements, streetlights, utility coordination, traffic control, and related site improvements were incorporated into the project.

Because the project involved the center of Ozark’s historic downtown, Cochran coordinated with the City, Christian County, the Ozark Downtown Historical River District, businesses, residents, and visitors throughout design and construction. Public meetings were held to review proposed improvements, traffic changes, and construction impacts. This coordination helped the project address the needs of the downtown community while maintaining access to businesses and other destinations during construction.

Cochran prepared the project manual, contract documents, and technical specifications and assisted with pre-bid meetings, bid openings, bid tabulations, contractor selection, and pre-construction activities. During construction, Cochran provided inspection, materials testing, and Owner’s Representative services, including site visits to observe construction progress, quality of work, and critical operations.

Following the successful implementation and positive reception of the improvements, the City expanded the downtown improvement program and selected Cochran to lead Phase 2 of the project.
