East Vine Street Phase II – Federal Project No. ARRA-ES06(004)
Cochran partnered with the City of Sullivan to transform East Vine Street into a safer, more accessible, and more attractive transportation corridor through this federally funded roadway improvement project. As a key gateway through the community, the project enhanced roadway performance, improved pedestrian safety, and modernized aging infrastructure while supporting the City’s long-term transportation goals.

Cochran provided end-to-end project delivery, including funding application assistance, surveying, engineering design, bidding documents, construction inspection, and coordination throughout the federally funded process. The comprehensive improvements included full-depth pavement repairs, new storm sewer infrastructure, construction of a modern roundabout, ADA-compliant curb ramps, more than 12,800 square feet of new sidewalks, concrete curbs and driveway approaches, street lighting, pavement milling and resurfacing, pavement striping, and extensive streetscape enhancements featuring new street trees.
By integrating transportation, stormwater, and pedestrian improvements into a single project, Cochran helped create a corridor that is safer for motorists, pedestrians, and cyclists while enhancing the overall appearance and functionality of the area.
