North Main Street Improvements
The North Main Street improvements addressed deteriorating pavement conditions and limited pedestrian connectivity along approximately 1.1 miles of a major corridor connecting northern residential areas with downtown De Soto. Existing pavement conditions were poor, with PASER ratings of 3.6 and 4.4, and the corridor lacked continuous pedestrian facilities. Completed in two phases, the project improved the condition and accessibility of North Main Street while providing a more consistent connection between residential neighborhoods and the downtown business district. Cochran supported the project through funding application assistance, land surveying, environmental services, engineering design, bidding administration, and construction inspection.

Phase 1 extended approximately 0.6 miles from Skyline Drive to Valley Place and included pavement preparation and asphalt overlay, ADA-compliant sidewalks, ramps and entrances, concrete curb replacement, storm sewer improvements, street lighting, retaining walls, pavement striping, and traffic control. The improvements provided a more accessible pedestrian connection while addressing roadway and drainage deficiencies. Phase 1 was completed in 2023.
Phase 2 continued the North Main Street improvements along approximately 0.5 miles between Williams Street and Valley Place. The work included asphalt resurfacing, ADA-compliant sidewalks with integral curbs, ADA-compliant ramps and entrances, street lighting, and pavement striping. Cochran also coordinated with Ameren, AT&T, Spire, Charter, and City utility departments for water, storm sewer, and sanitary sewer infrastructure within the project limits. Phase 2 was completed in 2025.
Together, the two phases improved the condition of North Main Street and provided more consistent pedestrian facilities along the corridor. The project also addressed drainage, lighting, accessibility, and utility coordination needs while improving connectivity between residential areas and downtown De Soto.
