Phase 1 established the on-site infrastructure needed to support future industrial development. The project included approximately 39,000 cubic yards of site grading and finish grading, along with SWPPP design and permitting requirements for land disturbance. Infrastructure improvements included 2,500 linear feet of concrete streets, 2,900 linear feet of gravity sanitary sewer, 3,200 linear feet of sanitary sewer force main, a sanitary sewer lift station with controls and standby generator, 2,900 linear feet of water main, and 2,200 linear feet of storm sewer.

Cochran provided civil design, land surveying, geotechnical, construction administration, construction materials testing, and inspection services throughout construction to support the installation of the new infrastructure and site improvements. The completed work established the roadway and utility infrastructure needed to make the industrial park development-ready and support future industrial facilities.

Completed in 2024, Phase 1 provided the foundation for continued development within Oldenburg Industrial Park. The park was subsequently designated a Missouri Certified Site, recognizing the availability of infrastructure and other development characteristics important to prospective industrial users.
