Fountain City Road Sewer Relocation
When new development created the need to relocate critical wastewater infrastructure, the City of De Soto turned to Cochran to deliver a solution that balanced technical complexity, regulatory requirements, and long-term system reliability. The project involved the design and construction of approximately 800 linear feet of new 18-inch gravity sewer to maintain service and support continued growth within the community.

The relocation presented several unique engineering challenges, including strict grade constraints, a crossing beneath Joachim Creek, and a trenchless installation under Fountain City Road using directional drilling technology. Cochran provided comprehensive project services from initial surveying and easement acquisition through design, permitting, bidding, construction administration, and inspection.
Our team coordinated closely with the U.S. Army Corps of Engineers, railroad stakeholders, utility providers, and City officials to navigate environmental, permitting, and construction requirements while minimizing impacts to the surrounding area. Through careful planning and execution, the project successfully delivered a reliable wastewater solution that supports future development while protecting existing infrastructure and natural resources.
Completed and placed into service in 2017, the project demonstrates Cochran’s ability to solve complex infrastructure challenges through innovative engineering, stakeholder coordination, and responsive project management.
