Moss Lane and Black Oak Drive
As a trusted partner to the City of Farmington since 2012, Cochran has delivered a wide range of infrastructure improvements that enhance the quality of life for residents and support the City’s continued growth. In 2016, Cochran addressed longstanding stormwater challenges in an annexed residential neighborhood near Moss Lane and Black Oak Drive, where recurring flooding threatened private property and neighborhood safety.

The existing drainage system was unable to accommodate stormwater runoff during moderate and heavy rainfall events, resulting in frequent flooding of residential yards and localized drainage issues throughout the subdivision. Aging culvert crossings and channel constraints created bottlenecks that restricted flow capacity, causing water to back up and overflow into surrounding properties.
Working closely with City staff, Cochran evaluated the existing conditions and developed solutions to improve drainage performance, reduce flooding risks, and protect residential properties. By addressing critical stormwater deficiencies and enhancing the capacity of the drainage system, the project helped restore confidence for residents while improving the resiliency of the neighborhood’s infrastructure.
The project was completed in 2017.
