Lincoln County R-III School District, Troy, Missouri
Since 2008 Cochran has partnered with the Lincoln County R-III School District team on 25+ projects, and continues today with ongoing consulting and projects. The District projects are a series of new construction, and infrastructure improvements and additions to various school campuses to accommodate growth, enhance safety, and create a more efficient, and aesthetically cohesive environment.

Troy Buchanan High School South Campus – Cochran is providing comprehensive civil engineering services to convert the Ninth Grade Center into the Troy Buchanan High School South Campus. The scope of work includes a detailed 52-acre topographic survey, preparation of a Preliminary Site Plan, and development of full construction documents and civil construction specifications. Additional responsibilities include shop drawing review, attendance at construction meetings, and preparation of as-built plans upon project completion.
The project involves expansion of the existing parking lot and the construction of a new two-story addition on the east side of the campus. This addition will create an expanded classroom wing, transforming the current Ninth Grade Center into a fully integrated second high school campus that will allow it to operate along with Troy Buchanan High School main campus as a single high school.
Construction is scheduled for completion in Fall 2028.
Troy Buchanan High School Addition & Renovations – Cochran is providing comprehensive civil engineering services for the Troy Buchanan High School Addition and Renovation project, which includes modifications to the parking layout to accommodate a new multipurpose gymnasium on the east side of the campus, featuring a new main entrance. The project also includes a secure, enclosed connection between the main high school building and the Hungate Performing Arts Center to the west, enhancing campus safety and accessibility.
Cochran’s scope of work provides a 6.2-acre topographic survey covering a portion of the campus, preparation of a Preliminary Site Plan (approximately 20% complete), and development of full civil construction documents and specifications. We also are providing shop drawing review, attendance at construction meetings, and preparation of as-built plans upon project completion.
Construction is scheduled for completion in Fall 2027.
Hawk Point Elementary Addition & Renovations – Cochran provided comprehensive civil engineering services for the Hawk Point Elementary Addition and Renovation project, supporting the transformation of one of the oldest facilities in the Lincoln County R-III School District into a modern, safer, and more accessible learning environment. Services included a 4-acre topographic survey, civil site design, construction administration, participation in construction meetings, and preparation of as-built documentation.
To support the District’s phased construction schedule, Cochran delivered the civil improvements in two bid packages. Package 1 included modifications and expansion of the existing parking lot to improve traffic flow, circulation, and site access. Package 2 included civil engineering for the new classroom addition, associated site improvements, and an integrated FEMA-compliant tornado safe room.
Working closely with the architectural team, Cochran developed detailed civil plans and coordinated the site improvements surrounding the new building to ensure safe pedestrian and vehicle circulation, efficient drainage, and seamless integration with the existing campus. The project will significantly enhance educational opportunities by providing dedicated Pre-K and special education classrooms, eliminating the need for students to travel to other schools for these services. Additional improvements include a secure entry vestibule to enhance campus security and a new accessible library, replacing the previous second-floor library that lacked elevator access.
Construction is well underway, with the comprehensive renovation and expansion project scheduled for completion in fall 2027, creating a modern educational facility designed to better serve Hawk Point students and staff for decades to come.
Troy South Middle School — 2016 and 2024 – In 2016, Cochran was part of the design team completing construction of 116,500 SF Troy South Middle School for 650+ students in Grades 6-8. Cochran provided conceptual & master planning, preliminary site planning, construction documents, roadway design, construction meeting attendance, construction administration/inspection, and as-built plans. Cochran collaborated with the District, their teams, designers, consultants and the community to complete a study, five conceptual concept plans for location and orientation of the campus, a master plan, and provided full site plan development and civil design. For school access, Cochran completed design of a new 900 LF three-lane roadway with open ditches and storm sewers. Features included the addition of accel/decel lanes along Adelhardt Road to enhance safety and vehicle traffic onto Campus Road. Sustainable design features include the use recycled and regional materials, a low impact design, and rain gardens assisting in the reduction of storm water runoff.
In 2024, an expansion providing six new classrooms (two on each end of existing classroom wings) was completed. Cochran provided preliminary site plan, construction documents, civil construction specifications.
Troy South Elementary School — 2024 – Cochran provided engineering design services for a new elementary school located on Adelhardt Road in Moscow Mills, Missouri. The project consolidated classrooms from William Cappel Elementary and addressed the district’s growing need for additional elementary space. Site improvements included grading, parking lots, and precast gymnasium storm shelters, as well as two classroom wings. Construction was completed and the school opened to students in August 2024, funded through voter approval of the 2022 Proposition KIDS bond issue. The total construction cost was approximately $26 million. Cochran’s scope of work included topographic surveying, conceptual and preliminary site planning, preparation of construction documents, record platting, roadway extension design, and development of civil construction specifications.
Workforce Development Center – 2020 – In an effort to stimulate work force development in Lincoln County, the State Legislature appropriated funding to the school district to help offset costs associated with the establishment of a Workforce Development Center in Troy. Cochran provided engineering design, surveying and construction testing/inspection for the new 25,000 SF training center, which includes a 2,000 SF storm shelter per ICC 500-2014 and provides secondary and post-secondary educational opportunities for high school students and area residents. Lincoln County R-III School District partnered with Ranken Technical College to lease and operate the training center and to provide educational opportunities that are most applicable for the county’s employment needs.
Troy Buchanan High School Athletic Field Improvements – 2019 – Cochran assisted the school district with converting the grass football field to a new turf field. This required a preliminary soils survey, preparation of all specifications, exhibits, bid forms, advertising, and receiving of bids for the project. Cochran responded to contractors, attended bid meeting, reviewed bids, recommended award, and attended school board meeting for award of project. During construction, Cochran provided construction administration, inspection and materials testing services to monitor the contractor and ensure all improvements were installed according to plans and specifications.
Troy Transportation Center Facility – 2019 – Cochran completed surveying services, prepared site plans and construction documents for the district’s new Transportation “Bus Barn” facility. Design included new access to Cherry Blossom Way to accommodate multiple access points. Cochran prepared plans and specifications for the project, assisted with the bidding process and made recommendation of award to the School Board. During construction, Cochran provided material inspection testing and inspection to ensure improvements were installed according to plans and specifications.
Main Street Elementary School Expansion – 2019-’20 – Cochran provided survey, full civil engineering, and construction material testing services for construction of a 4,569 SF addition on the Main Street Elementary School, which provided five new classrooms for the school that also double as a community storm shelter.
Troy Buchanan High School – 2017 – Cochran provided civil and site development design and survey services for a new field house located on 1.3 acres, which was previously destroyed by a fire in 2016.
Troy Middle School (West College Street) – 2015 – Cochran provided soils testing of site grading, compaction testing for build area, foundation excavation observation, concrete testing & inspection, structural steel inspection, roof observation, building grout & mortar tests, administrative, project management for onsite construction services.
Claude Brown Elementary School – 2013 – Cochran teamed with the District to provide an additional parking lot of 51 spaces for the elementary school. Design included renovations and modifications made to the existing parking lot and adjacent areas. Additional site modifications were made to improve storm water drainage, ADA access, vehicular circulation and the overall campus appearance.
Early Childhood Center – This 4.5-acre new facility was planned and designed in 2013, and opened for the start of school 2015. Cochran provided planning, conceptual and civil design for the site layout, survey, geotechnical investigation, materials testing & inspection and construction documents services.
Miscellaneous Projects 2008-2011 – William Cappel Elementary – Cochran provided material testing services for a new building in 2008 and subsequent layout for placement of modular classrooms in 2010.
Troy Buchanan High School – In 2011, Cochran completed survey and design for ADA accessible sidewalk from high school to field house.
