MBR Treatment Plant

Cochran partnered with St. Charles County PWSD 2 to deliver a forward-looking wastewater treatment system designed to support residential growth while protecting the region’s water resources. The project included the planning and design of a state-of-the-art 0.25 million-gallon-per-day (MGD) membrane bioreactor (MBR) wastewater treatment facility with the ability to expand to 1.0 MGD as future development occurs.

The project also included the design of approximately 4.75 miles of sanitary sewer infrastructure to serve a 380-lot residential development, along with a regional lift station sized to accommodate 112 residential lots and a future elementary school. To ensure environmental stewardship and regulatory compliance, Cochran completed a comprehensive receiving stream impact study and incorporated provisions for future ultraviolet (UV) disinfection capable of treating peak flows of up to 4.0 MGD.

Providing a truly multidisciplinary solution, Cochran delivered civil, mechanical, electrical, and structural engineering services for the facility. The advanced treatment plant utilizes flat-panel membrane technology to consistently produce high-quality effluent that meets stringent regulatory standards while providing operational flexibility and long-term reliability. The design also includes a dedicated laboratory to support process monitoring, regulatory compliance, and ongoing treatment optimization.
