N. Rock Hill Road Bridge Replacement – BRM-5577(634)

Cochran partnered with the City of Webster Groves to replace the North Rock Hill Road Bridge, improving safety, reliability, and long-term performance along one of the community’s key transportation corridors. Funded through the Federal Bridge Replacement and Rehabilitation (BRM) Program, the project modernized aging infrastructure while enhancing roadway functionality and protecting surrounding natural resources.

Cochran provided comprehensive project delivery services, including Transportation Improvement Program (TIP) funding application assistance, surveying, bridge and roadway design, preparation of bidding documents, and special construction inspection. Designed in accordance with MoDOT Local Public Agency (LPA) requirements, the project included replacement of the existing bridge, roadway reconstruction, storm sewer improvements, pavement underdrains, earthwork, rock excavation, erosion protection, retaining features, and restoration of the surrounding corridor.

The project required careful coordination of stormwater permitting through the Metropolitan St. Louis Sewer District (MSD), environmental restoration, utility considerations, and construction sequencing to ensure a successful outcome while minimizing impacts to the traveling public and adjacent properties. Cochran’s integrated engineering approach delivered a durable bridge structure designed to meet modern safety standards and provide dependable service for decades to come.
