Walmart & Market at Water Tower Place

Cochran partnered with Walmart to deliver a complex, multi-phase redevelopment that transformed one of Arnold’s busiest retail destinations into a modern commercial center while maintaining uninterrupted operations throughout construction. The project included the relocation of an existing 128,000-square-foot Walmart and the construction of a new 204,000-square-foot Walmart Supercenter, creating an expanded shopping experience and strengthening the area’s retail corridor.

A key challenge was keeping the existing store fully operational during every phase of construction. Through careful planning, phased construction sequencing, and close coordination with all stakeholders, Cochran enabled the new Supercenter to open immediately after the original store closed, providing a seamless transition for customers and employees.

Cochran provided comprehensive civil engineering services for the entire development, including complete reconstruction of the parking areas, utility infrastructure, grading, stormwater management, and site improvements. The project also required relocation of the adjacent Church of Christ parking lot, including the design and construction of a 30-foot-high modular block retaining wall to accommodate the new site layout.

Beyond the Walmart Supercenter, Cochran helped shape the broader Water Tower Place development by providing civil engineering services for multiple retail outlots and commercial buildings. The development is now home to a diverse mix of national retailers and restaurants, including Shoe Carnival, Visionworks, Orange Leaf, Sport Clips, Five Guys, McAlister’s Deli, and AT&T, creating a vibrant shopping destination that serves the growing Arnold community.
